Thomas De La Rue printed several Haitian series during the 1960s, but the 2 Gourde denomination was among the lower-value notes kept in active street circulation longest — meaning surviving examples in high grade are genuinely uncommon despite the note not being particularly old. The Gourde was pegged at 5 to the US dollar throughout the Duvalier period, a rate maintained artificially through strict currency controls rather than economic fundamentals.
Pick 191 belongs to a series issued under François Duvalier's government, when the Banque Nationale served as both central bank and commercial institution — a dual role that ended with the 1979 separation into the Banque de la République d'Haïti.
