The Banque Nationale d'Haïti was not a Haitian institution in any practical sense — it operated under French financial control, established by the Crédit Industriel et Commercial of Paris, and functioned as both the state bank and the government's fiscal agent. Haitian sovereignty over its own currency was largely nominal throughout this period.
ABNC's involvement dates to the bank's founding years. The plates were engraved in New York and the notes shipped to Port-au-Prince for issue — a logistical arrangement that made replacement stocks slow to arrive and contributed to notes circulating well past their intended lifespan.
