The joint issue by the municipality and the chamber of commerce reflects a wartime and postwar arrangement that became common across provincial France when the Banque de France's small-denomination coin supply effectively collapsed under the pressure of metal hoarding and wartime requisition. Rouen's chamber had been issuing its own emergency necessity currency since 1914, and this 2 Franc piece belongs to the later, more formally organized phase of that effort.

Charles Jouas was a Parisian illustrator and printmaker with a genuine reputation — his work appeared regularly in the *Gazette des Beaux-Arts* — which makes his involvement in municipal scrip noteworthy. The multiple JP references indicate several distinct date and signature variants across the 1918–1922 span.
