The joint issue by the municipality and the chamber of commerce reflects a wartime and postwar arrangement that became common across provincial France when the Banque de France's small-denomination coin supply effectively collapsed under the pressure of metal hoarding and wartime requisition. Charles Jouas was a Parisian illustrator and printmaker with a genuine reputation — his work appeared regularly in the *Gazette des Beaux-Arts* — which makes his involvement in municipal scrip noteworthy.
