Obverse description Central vignette presents a panoramic view of the port of Rouen, flanked at each upper corner by a medallion enclosing a heraldic shield. The composition is executed in the artistic style of Charles Jouas, with the issuing authority inscriptions and emission date arranged around the central scene. The joint issue by the municipality and the chamber of commerce reflects a wartime and postwar arrangement that became common across provincial France when the Banque de France's small-denomination coin supply effectively collapsed under the pressure of metal hoarding and wartime requisition. Rouen's chamber had been issuing its own emergency necessity currency since 1914, and this 2 Franc piece belongs to the later, more formally organized phase of that effort.

Charles Jouas was a Parisian illustrator and printmaker with a genuine reputation — his work appeared regularly in the *Gazette des Beaux-Arts* — which makes his involvement in municipal scrip noteworthy. The multiple JP references indicate several distinct date and signature variants across the 1918–1922 span.
