Flavigny-le-Petit is a small commune in the Nord department, and like dozens of similarly tiny municipalities, it resorted to issuing emergency paper money after German occupation in 1914 severed normal coin supply chains across northern France. These hyper-local notes — bons de nécessité — were a practical stopgap, their authority resting entirely on community trust rather than any banking structure. The printer, G. Adriensence et J. Vannier of Maubeuge-Haumont, produced emergency issues for multiple occupied-zone communes, which explains the shared watermark security feature across otherwise unrelated issuers in the region.
