The Food and Agriculture Organization coin program, launched in 1968, pressured member nations to issue special coinage as symbolic support for the "Food for All" campaign. Rwanda participated, but this 2 Franc denomination never progressed beyond the pattern stage — the regular FAO issues for Rwanda centered on the 1 Franc, leaving this piece without a production mandate.

Aluminium bronze patterns from francophone African states of this period were frequently struck at the Paris Mint in tiny quantities for official presentation purposes, with most examples going directly into government archives or collector sets rather than any approval pipeline.
