The Chambre de Commerce de Montluçon-Gannat was among the hundreds of French regional chambers forced into emergency currency issuance after the hoarding crisis of August 1914 stripped small-denomination coinage from everyday commerce almost overnight. By 1916, these locally printed bons had become the practical lubricant of Allier department's retail economy. Herbin & Bouché, a Montluçon house, handled production — local printer, local paper, local stamp — which makes the survival rate higher than for notes printed elsewhere and shipped in.
The JP#84-26/27 references indicate two distinguishable varieties, likely differentiated by stamp color or watermark batch.
