French chambers of commerce were authorized to issue emergency small-denomination notes in 1914 after the outbreak of war drained metallic coin from circulation almost immediately. The Montluçon-Gannat chamber was among dozens across France that stepped in to fill the gap, and this 2 Franc piece — printed locally by Herbin & Bouché rather than routed to a Paris house — reflects both the urgency and the decentralized nature of the wartime bons de nécessité system.
The dry stamp and watermark combination was a deliberate anti-counterfeiting measure applied at the chamber's discretion, not a national standard. JP#84-33 and 84-34 represent distinct issue variants within the same type.
