Libourne's Chamber of Commerce began issuing emergency fractional notes in 1915 as small-denomination coinage vanished from circulation almost immediately after mobilization — hoarded by the public and absorbed by the military. This was a pattern repeated across hundreds of French provincial commercial bodies during the war, but the Gironde region's chambers were among the earlier issuers to formalize the practice with printed rather than handwritten obligations.

Wetterwald Frères, a Bordeaux printing house, handled most of the regional emergency paper for the Gironde during this period. The watermark security was modest by any standard, reflecting the speed at which these notes had to be produced rather than any expectation of longevity.
