The Chambres de Commerce emergency issues of 1914–1918 were a direct response to the near-total disappearance of metallic coinage from circulation at the outbreak of war — French citizens were hoarding silver and even bronze, leaving urban commerce largely paralyzed. Individual Chambres were authorized under emergency decrees to print their own small-denomination paper, with each department essentially running its own monetary stopgap.
The Creuse is one of the least populous departments in France, and its Chamber was among the smaller issuers. Imprimerie Pierre Dumont in Limoges handled printing for several regional Chambres during this period, a logical choice given proximity. JP#64.5 distinguishes this specific emission within what can be a confusingly overlapping run of Creuse issues.
