The Chambres de Commerce emergency issues of the First World War and its aftermath filled a vacuum left by the near-total disappearance of small-denomination coinage from circulation — hoarded, melted, or simply overwhelmed by wartime demand. The Creuse chamber's series was among dozens of such regional issues authorized under the legislation of 30 January 1918, which formally permitted local commercial bodies to issue temporary paper currency.
Imprimerie Pierre Dumont in Limoges handled production for several regional chambers in the Limousin area, making it a de facto local note-printing hub for the period. The watermark security was modest but adequate for denominations few counterfeiters would bother with. Sallandrouze, as president, belonged to one of the Creuse's most prominent industrial families, long associated with the carpet and tapestry trade in Aubusson.
