The P#8 2 Francs belongs to the wartime Treasury emission for French Guiana, a series issued under the Free French administration after the colony rallied to de Gaulle in 1940. Metropolitan France was under occupation and normal banking channels had collapsed, so the Treasury stepped in with these small-denomination emergency notes — a stopgap that reflects just how severed the colony was from its usual supply of currency.
Deschamps served as Governor of French Guiana; Geismar as the local treasury official. Both signatures are printed, not manuscript.
