The Trésor Colonial de l'Île de la Réunion issued small-denomination treasury notes precisely because coin shortages were chronic on the island — silver and copper disappeared from circulation almost as fast as they arrived, absorbed by trade imbalances and hoarding. These 2-franc trésor notes were a direct administrative response to that problem, not a conventional banking instrument.
P#7 is among the earlier surviving examples from Réunion's colonial paper issues, and the 1884 date places it squarely in the period before the Banque de la Réunion consolidated its grip on local note circulation.
