Finland's 2023 commemorative marks the country's EU presidency year, during which social and health services reform — the so-called Wellbeing Services Counties restructuring — transferred responsibility for healthcare and social welfare from municipalities to newly created regional bodies. The reform, years in the making and repeatedly delayed, finally took effect on 1 January 2023, the same year this coin was authorized.
