Issued to mark the bicentenary of Maltese self-government, this coin commemorates the 1813 appointment of Sir Thomas Maitland as Governor and the civil code reforms that followed — the first formal administrative structure the island had seen under British rule. Maitland's governance was deeply authoritarian, and his nickname "King Tom" was not affectionate.
