The Islamic Community of Kosovo has issued small-denomination vouchers — sometimes called "kupon" notes — for internal administrative or charitable use, a practice with scattered precedent among religious organizations in the Balkans. These are not legal tender and carry no state backing; their authority derives entirely from the issuing institution. Kosovo's parallel financial instruments from non-state bodies occupy a genuinely grey area, given that the country itself only declared independence in 2008 and still lacks universal recognition.

The absence of counterfoils on this example suggests it circulated beyond a controlled booklet — or that the foils were separated at point of use, which is the more common scenario.
