Andorra only gained the right to issue its own euro coinage in 2014, following a monetary agreement with the European Union signed in 2011 — notably without being an EU member state. This commemorative marks the 1993 constitution that transformed Andorra from a feudal co-principality, jointly governed by the Bishop of Urgell and the French head of state, into a parliamentary democracy, while retaining both co-princes as heads of state.
