The Constitution Act of 1999 consolidated Finland's four separate constitutional laws — the Form of Government Act of 1919, the Parliament Act, the Act on the High Court of Impeachment, and the Ministerial Responsibility Act — into a single document, a process that took nearly three decades of parliamentary debate to complete.
