Obverse description The central composition features three interlocking circular fields, symbolising the trias politica — the constitutional separation of powers into legislative, executive, and judicial branches — united at a common centre point. The design, executed in a geometric and modernist style, fills the inner disc of the bimetallic coin. The date of issue '2019' appears in the left-centre field, while the country identifier 'FI' and the mint mark are positioned to the lower right. The outer ring carries the twelve stars of the European Union flag, rendered in relief.

The Constitution Act of 1999 consolidated Finland's four separate constitutional laws — the Form of Government Act of 1919, the Parliament Act, the Act on the High Court of Impeachment, and the Ministerial Responsibility Act — into a single document, a process that took nearly three decades of parliamentary debate to complete. This coin marks the twentieth anniversary of that consolidation.
