Monaco's 2006 euro issues were struck under a special arrangement with the European Union, which restricts non-eurozone microstates to minting euro coinage only in quantities proportional to their tiny population — a few tens of thousands of pieces annually. The result is structurally low mintages across all Monégasque denominations, with this Albert II issue among the first to bear his effigy following his accession in April 2005 after the death of Rainier III.
The "1st map" designation distinguishes it from issues after 2008, when the eurozone map reverse was updated to include Cyprus and Malta.
