Monaco's 2007 standard circulation 2 euro was struck in a mintage of just 20,016 pieces — among the lowest of any regularly issued eurozone coin from that year. The principality's output is perpetually constrained by a 1966 agreement with France that caps Monaco's coin production relative to its population, which has never exceeded 40,000 residents.
The low mintage ensured almost none entered general circulation.
