This is a gold-plated souvenir piece, not a legal tender coin. Germany's genuine 2 Euro Hessen commemorative of 2009 — part of the federal states series that began in 2006 — was struck in standard bimetallic composition across five mints. Whatever blanks or dies produced this piece, they did so outside any Bundesbank authorization.
