Fréjus issued this brass piece in 1997 as a local commercial currency — part of a wave of French municipal scrip revived in the 1990s to stimulate town-center trade. These schemes drew loose inspiration from the bons de nécessité tradition, though the legal framework governing them was considerably murkier. Circulation was typically confined to participating merchants within a defined commercial zone, and redemption periods were often short enough that a meaningful percentage of pieces never returned to the issuer.
