Guadeloupe, as a French overseas department, never had authority to produce its own euro coinage — French territory uses centrally issued French euros. This 2005 piece is a fantasy or pattern strike, produced outside any official monetary framework, almost certainly by a private mint exploiting collector demand for "what might have been" issues from territories that lack their own coinage.
