The Sail Amsterdam 1995 event — a gathering of tall ships held every five years in Amsterdam's IJ harbor — provided the occasion for this Dutch ECU issue, one of several commemorative silver pieces the Netherlands produced during the 1990s as the EU moved toward monetary union. The ECU itself was never legal tender in the Netherlands in any conventional sense; these pieces existed in a peculiar limbo, technically denominated in the European Currency Unit yet issued by a national mint under royal authority.
Dutch commemorative ECUs of this period were struck in limited runs and sold directly to collectors, meaning few ever approached anything resembling circulation.
