The "Ελληνική Πολιτεία" designation marks this as an Axis occupation-period issue — the collaborationist government installed under Georgios Tsolakoglou following the German and Italian entry into Athens in April 1941. The Greek State series of low-denomination notes was rushed into production domestically to address an immediate currency vacuum, as the legitimate government-in-exile had departed with substantial reserves.

Aspioti-ELKA, the Athens-based printer, handled output under occupation conditions throughout this period. Wartime inflation rendered these small denominations nearly worthless within months of issue.
