The National Bank of Vietnam was established in 1951 under the Associated State of Vietnam, and by 1955 — the year of this note — the country had just been partitioned at the 17th parallel. These early SBNC-printed notes were part of the South's effort to build a functioning monetary infrastructure independent of both France and the North, with American printers replacing the Banque de France's traditional role almost immediately.
Security Banknote Company of Philadelphia handled several denominations in this series. The question mark on the printer date suggests no confirmed contract documentation has been traced — a gap common in early Republic of Vietnam issues, where procurement records were inconsistently preserved or lost.
