The 1963 series marked the last time the $2 denomination was issued as a United States Note — a debt-free obligation of the Treasury rather than a Federal Reserve Note. The distinction was increasingly theoretical by this point, but Congress hadn't yet moved to consolidate the currency classes. That finally happened in 1971, when United States Notes were quietly discontinued.
The 1963A signature pairing reflects C. Douglas Dillon's departure from the Treasury and Henry Fowler's confirmation as Secretary in April 1965. Granahan continued as Treasurer under both men, giving her signature an unusually long run across multiple series.
