Nauru's commemorative coinage program in the 1990s was largely managed through external minting contracts, with this issue produced to mark the Queen Mother's 99th birthday. The Bank of Nauru issued numerous collector pieces during this decade targeting the international thematic coin market rather than domestic circulation — the island's population at the time was under 12,000, and virtually none of these pieces ever saw use as currency.
Elizabeth Bowes-Lyon would reach her 100th birthday the following year, prompting a second wave of commemoratives across Commonwealth and associated issuers.
