Palau's heart-shaped coin series, of which this is one installment, exploited a legal provision allowing the island republic to issue commemorative currency under its 1994 Coinage Act — legislation passed largely to generate collector revenue rather than circulating money. Palau has no central bank in the conventional sense; the US dollar circulates domestically, leaving the entire national minting program as a fiscal instrument aimed squarely at the international novelty market.
KM#433 is one of several heart-shaped issues from this period, all struck at the same 14.175g specification to fit standard shaped-planchet tooling used by third-party minting contractors in Europe.
