Liberia's commemorative program in the 2000s and early 2010s was among the most prolific — and most criticized — in modern numismatics. The country licensed its minting authority extensively to foreign producers, primarily in Germany and China, resulting in hundreds of themed issues that had no meaningful circulation within Liberia itself.
