Released during the acute phase of the SARS outbreak, which killed 33 people in Singapore and triggered some of the most aggressive public health containment measures the city-state had ever imposed, this issue was struck as a direct response to the crisis unfolding at the time of minting. Healthcare workers were subject to quarantine orders themselves, and several Singaporean nurses and doctors died treating patients.
The .999 fine specification, rather than the more common .925, points to collector intent from the outset — no circulation version of this denomination was ever produced.
