The FAO World Fisheries Conference was held in Rome in July 1984, convened in response to mounting concern over collapsing global fish stocks and the failure of existing international frameworks to manage them. Liberia's participation in the commemorative coinage program was largely nominal — the country had no significant deep-sea fishing industry of its own, and issues like this were frankly revenue exercises dressed in multilateral clothing.
The .925 silver version, KM#47a, was struck alongside a base metal counterpart, the latter intended for circulation while this one was not.
