Liberia's participation in the commemorative coinage program was largely nominal — the country had no significant deep-sea fishing industry of its own, and issues like this were frankly revenue exercises dressed in multilateral clothing. The .925 silver version, KM#47a, was struck alongside a base metal counterpart, the latter intended for circulation while this one was not.
