Niue has long operated a secondary economy in licensed coin production, issuing collector pieces under bilateral agreements that have nothing to do with the island's 1,600 residents. The Star Wars series, of which this is a part, was struck by the New Zealand Mint on behalf of the Lucasfilm licensing program — Niue's legal tender status providing the technical framework, the franchise doing the actual selling.
Mintage figures for this issue were tightly controlled to sustain secondary market premiums, a strategy the New Zealand Mint employed consistently across the Star Wars run.
