Niue's authority to issue legal tender coinage derives from a 1966 agreement with New Zealand, whose currency Niue actually uses in daily commerce — making every Niuean collector coin a technicality of constitutional arrangement rather than monetary necessity. By 2010, the island's coin program had become one of the Pacific's more prolific licensing operations, with the Year of the Tiger issue part of a broader lunar series sold almost entirely to overseas collectors.
The 2010 Tiger corresponds to the 4708th year in the Chinese calendar, the first such year since 1998.
