Cook Islands has issued lunar-themed commemoratives under its currency authority since the 1990s, functioning almost entirely as bullion and collector pieces rather than circulating coinage — the islands themselves use New Zealand dollars in practice. The 2011 Rabbit issue falls within a broader Pacific island commemorative industry in which sovereign minting rights are licensed to external producers, in this case almost certainly struck by a European or Australian contractor rather than on the islands themselves.

KM#1906 corresponds to a period of significant expansion in Cook Islands' licensed numismatic output, when dozens of themed issues were released annually under the same authority.
