Niue has operated as a prolific bullion and collector coin issuer since the 1990s, licensing its monetary authority to foreign minting operations — in this case almost certainly the New Zealand Mint — to produce themed silver rounds under legal tender status. The arrangement is commercially driven: Niue's actual GDP is negligible, and coin royalties contribute meaningfully to government revenue. The ox is the second sign of the Chinese zodiac twelve-year cycle; 2021 marked the Year of the Ox beginning February 12th.
