Tokelau's collectible bullion program exists almost entirely as a licensing arrangement — the territory has no mint, no meaningful domestic currency demand, and a population under 1,500 spread across three atolls in the South Pacific. These issues are struck under New Zealand authority and marketed internationally as lunar-series vehicles, timed to the Chinese zodiac calendar for obvious commercial reasons. The Year of the Goat aligned with 2015 in the 60-year sexagenary cycle, the same year the goat last appeared in 2003.
