Niue's numismatic program operates as a revenue-generating arrangement with the New Zealand government, which retains constitutional responsibility for the island's coinage. The actual output is contracted to private mints and sold almost entirely to collectors abroad — Niue's resident population of roughly 1,600 people has never meaningfully circulated these pieces.
KM#1660 is part of a broader themed series produced for the collector market around 2016. At 58.4 grams in brass, it never entered everyday commerce.
