Niue has long used its treaty relationship with New Zealand — and the legal cover that provides for issuing currency — to produce licensed collector coins bearing intellectual property it has no organic connection to. This Marvel series, of which the Spider-Man issue is one installment, was produced by the New Zealand Mint under that arrangement. These pieces never circulated on the island and were sold directly into the collector market.
