The Eastern Caribbean Central Bank issued this piece as part of a series commemorating figures connected to the Caribbean's colonial history — a diplomatically curious choice given that Drake's operations in the region were, from the Spanish perspective, outright piracy. Elizabeth I quietly licensed his raids; Philip II demanded his head. Drake's 1585–86 Caribbean expedition sacked Santo Domingo and Cartagena, extracting ransoms that helped finance further English operations in the Atlantic.
