Cook Islands has issued commemorative silver dollars under licensing arrangements since the 1970s, and by the 2000s the program had expanded aggressively into pop-culture and literary subjects. The Sherlock Holmes issue falls squarely in that commercial phase — produced for the collector market with no circulation intent whatsoever. Arthur Conan Doyle's estate had limited control over Holmes imagery by 2007, the character having entered public domain in most jurisdictions well before the coin's release.
