One of several releases in Niue's ongoing fantasy-themed bullion program, this coin was issued under the standing licensing and minting arrangement that allows the Pacific island territory to generate revenue through collector coin issues — a fiscal model that has made Niue one of the more prolific novelty silver issuers of the past two decades despite a population under 2,000.
