Niue's role as a Pacific issuer of commemorative silver is almost entirely a licensing arrangement — the island's GDP would not support a sovereign mint program, and these pieces are produced under contract, typically by the New Zealand Mint or the Perth Mint, for international collector markets. The coins are legal tender on paper but have never circulated and never will.
