The Eastern Caribbean Central Bank issues currency on behalf of eight member territories — Antigua and Barbuda, Dominica, Grenada, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, and Anguilla — none of which have wild flamingo populations. The bird is native to the wider Caribbean and parts of South America, making this a regionalist appeal rather than any specific national symbol.
KM#18.1 is part of a broader ECCB collector series produced for the numismatic export market, not domestic circulation. The .999 silver planchet with applied colorization was almost certainly struck under contract at a European or Canadian facility.
