Niue has operated as a prolific licensing hub for commemorative silver issues since the 1990s, contracting mints to produce legal-tender coins that circulate nowhere and exist entirely for the collector market. This Phoenix piece is one of hundreds of such issues struck under that arrangement, with the New Zealand government underwriting Niue's currency status as part of its free-association relationship with the island.
