Niue has operated as a prolific licensing issuer since the 1990s, contracting out its sovereign coinage rights to private minting programs with no meaningful connection to the island's economy or circulation. This piece is part of that arrangement — a legal-tender instrument for a Pacific microstate of roughly 1,600 people, struck almost certainly for the European collector market.
Kaunas served as the provisional capital of Lithuania during the interwar period, when Vilnius remained under Polish administration after 1920.
