Cook Islands issued a long-running series of commemorative dollars through the early 2000s under licensing arrangements that gave the territory considerable latitude in subject matter — hence American presidents appearing on Pacific island coinage with no particular diplomatic occasion attached. Kennedy's image on foreign silver issues spiked sharply in the years surrounding the 40th anniversary of the Dallas assassination in November 2003, and this piece falls squarely into that wave.
