Niue has operated a bullion and collector coin licensing program since the 1990s, contracting with the New Zealand Mint to produce Marvel, DC, and other pop-culture issues under its sovereign authority. The arrangement is purely fiscal — Niue collects licensing and minting fees while the coins are marketed internationally as legal tender with no expectation of domestic circulation.
