Niue has operated as a licensed issuer of collectible coinage since the 1990s, its arrangement with New Zealand allowing the island — population under 2,000 — to generate revenue through numismatic programs it could never sustain through conventional fiscal means. The DC Comics licensing deals that followed produced dozens of character issues, of which this is one.
Green Lantern's first comic appearance came in 1940, though the Hal Jordan incarnation driving most modern merchandise dates to 1959.
