The Government of Fiji series, of which this note is a part, was issued under royal authority rather than through a central bank — Fiji did not establish the Reserve Bank until 1984. Thomas De La Rue printed the full series in London, as they had done for Fiji continuously since the colonial period, and the relationship carried straight through independence in 1970 with no interruption in contractor or format.
P#66 is among the last issues under the Government of Fiji designation before institutional restructuring changed the issuing authority entirely.
